Honestly, I think you should tell him the truth, Tell him you want to kiss him, If he doesen't then maybe he's just not the right guy for you or If he does want to kiss you, but not right and you want to, tell him that you want to kiss him right now and see what he says. If everything gets messed up and he gets mad, He is Deffinetly not the one for you. If you really want him to kiss you, try making a move on him when your both together all alone.

both looking into eachother's eyes and holding hands, sitting close to eachother snd if he is silent it means he wants to kiss you. If he sys something un romantic. He does not want to kiss you. If he says something romantic back to you,
close your eyes and get closer... Then just kiss alittle, Not a make out seen. If you kiss him for to long he might get mad.
So just alittle frst and see if he is putting his head closer again, than you can kiss him for a few more secs
