They aren't trying to mate with them; humping has very little to do with dominance, and only a small chance it is a sexual-based behaviour. Most of the time, it is because the dog is anxious or over-excited, and humping is said to help relieve the building stress. It can happen both during play or after nerve-racking events.
It's called dominance humping, and there's nothing sexual about it. Basically they're trying to sort out their hierarchy and who calls the shots.
Humping, when not in mating season, is a sign of dominance. Dogs will do it to anything they believe is below them in the pack order - including the cat.
I have a male that does it to everything. Not something we particularly like to see, but it is normal.

There could be several reasons. Intact (not yet neutered) dogs, especially males, will try to mount female dogs in heat. Some neutered dogs may still do this. Another reason is that the dog has become over excited (usually from play) and has forgotten its manners. Mounting and humping are very natural behaviours for a dog, and are effective stress-relievers, but can be trained out if the behaviour is undesirable. A dog mounting another dog doesn't always mean it is a sexual-based action.
One of the reasons that that dogs hump each other is because of dominance. If once dog can hump the other it is dominant over the other. So if your young dog is humping your older one, the young dog is claiming dominance over the older one.
