No. Most powder coating shops do not provide grit blasting. ACL has possibly the most extensive grit blasting equipment in house in North America.
It can be used as an abrasive in sand blasting and can be crushed into a powder and used as a remedy for asthma

There are a few possible things going on here: 1) Make sure you actually learned Engineering - the trainer has "Apprentice Engineer" in the top box, click it and select "Train". That way you can be sure that you actually learned the profession, as this isn't intuitive to do. 2) You already know the recipe for Rough Blasting Powder. Check your crafting pane to be sure. 3) It isn't always easy to see on the trainers whether a pattern is available - simply click on "Rough Blasting Powder" and then "Train". Since it is available from level 1 Engineering on, that should be possible. 4) There might be a bug where the trainer doesn't properly recognize your skill. The first thing to do is open a ticket to a GM via the /gm menu, and explain the situation. While waiting for a GM to sort things out, try upping your Engineering with recipes involving copper bars instead, and buy the Rough Blasting Powder from the Auction House.
