The glass bowl in the farmhouse is the cat's dish. Take it to the Diner and ask the waitress to fill it with milk. Take it back to the farmhouse and leave it downstairs while you go to find the cat.
Climb the wire to the upstairs bathroom, and turn on the shower to scare the cat out of the tub. Click the cat once or twice and you will automatically chase it around, until it goes downstairs to drink the milk. Then it will follow you as you return it to its owner at the Surplus store.
