It's in the Fight Area. You have to beat the Elite Four first. Then mom will say your rival wanted you to meet him at the fight area. Go to Snowpoint City and take the ferry. When you get off your rival will be standing there and take you to the entrance of the battle frontier. But the entrance is blocked because Flint and Volkner are standing there. They'll battle you to see if you're tough enough for the battle frontier. Beat them and you will be able to go into the battle frontier.
