You have to have paid membership and be a ninja. Go to the ninja hideout and go inside the fire dojo. To do that you'll need an amulet, (You can get it from the ninja catalogue.) and to make it open stand on the fire symbol on the ground.
Inside you can talk to the Sensei and earn individual parts of your fire suit in a similar way you earned your belts. The mini game is different from the card jitsu, but not that challenging. :)
