As a horse show judge, first quality I looked for was quality. Was the horse put together in a sound manner. Would the horse be useful for the vast majority of it's life. Are the leggs built in a manner that would remain sound after rigorous training. Breed quality is also important. Does the horse meet breed standards? Would the horse also perform in what I or a client was hoping or expecting. Temperament is also very important and the suitability to the rider or driver. To give a simple answer to a very complex question would be deceptive. Knowing what someone wants a horse for would help clarify the answer to this question.
Not all police horses are Morgans. There are Quarter Horses and many crossbreeds in police work. The most important aspect of selecting these horses is their temperment. They need to be 'bomb proof' meaning they need to be calm no matter how caotic things get.
