If one or both parties is 16-17 years old, that underage person needs parental consent or the woman/girl to be married (whether she is a minor or not) has to be pregnant or given birth recently. A certified note from a doctor is required for this.

If one or both is 15 years old, they need both of the above.

In Maryland, you need parental consent for an underage marriage. Both parties must be at least 16 years old, and if either party is under 18, they need the consent of a parent or legal guardian. Generally, a court order may also be required for an underage marriage.

If the girl is 15 but has a baby is it legal for her to get married in the state of North Carolina?

In NC a pregnant 15-year-old can ask for court approval to marry. A judge may approve the marriage if they find that 'the underage party is capable of assuming the responsibilities of marriage and the marriage will serve the best interest of the underage party'.
