The glider wings let you extend your jumps by slowing your rate of fall. They can be used to get the Peace Medal at 1516 AD and the (not required) Viking armor at 831 AD.

There is no winged horse on Time Tangled Island. There are Glider Wings, which you get from Leonardo da Vinci, but they are not really essential to the quest, because when you move his wooden platform, the Peace Medal under the bridge can be reached by jumping.
