Look at the bottom rear of the engine
The starter on a 1991 Caprice 350 (5.7 liter) is located on the passenger side mounted to the bottom of the block near the rear of the engine and the front of the transmission.
There is no maintenance schedule for replacing a timing chain. Timing chains are designed to last the life of the engine and are normally replaced during a complete engine rebuild.

What is the trick for removing the starter, from the engine, I have the starter unbolted but has a small compartment that stops me removing it from the engine?
Under the passenger side rear of the engine, just follow the positive battery cable from the battery, it will lead you right to the starter.
its on the passengerside just below the engine behind the exhaust. kinda hard to get too.
Try replacing your Oxygen sensors they are located on the catalytic converter. I had the same problem with my 94 Caprice and that turned out to be the problem.
Does the engine crank over?
Blow on it. If that doesn't work, turn the engine off.
