All states have varying requirements for their Notaries Public. Whether or not it is legally permissable or not, the appearance of impropriety is something else again. If anything the Notary notarized might become controversial down the line, it could prove to be a problem.
No, it is not the same. A signature that is merely witnessed by some other person is referred to as an "attested" signature. A notarized signature is where the signature is witnessed by a notary public with the notary affixing the appropriate stamp and seal on the document that was signed.If the claim form simply has another line for a witness to sign, it does not have to be by a notary unless the claim form specifically states that it must be by a notary.
No. If the notary is in Virginia so is the document. I suppose one could situate the notary in Virginia right next to the state line and situate the document a foot away in North Carolina and have the notary reach across the line, which rather begs the question of the relationship the notary's hand bears to the notary's body. If the question is of the validity of the notarization, yes so long as the notary's commission is in effect. Notaries are designated by state civil authority to be trustworthy verifiers of the true identity of persons present to sign documents, their purpose is only to corroborate that the signatories are whom they purport to be. (They do not certify that whatever is signed is true or legal, only that John Doe signatory appears to actually be John Doe signatory.) As state civil functionaries, Constitutional full faith and credit should apply.

Check out Notaryclasses.com; there is a lot of info about becoming a notary, including sample exams. I recommend NationalNotary.org; the program is definitely one of the best. Where can I find notary class in Baton Rouge, Louisiana? There are several classes in Baton Rouge. Some address the Basics and some address the Scenario portion of the exam--the most difficult part. On line, Check Notaryace.com. Ask La. Notary Assoc. for specialty classes for notaries.
If it is a different outlet but the same subscribed phone line you should have no problems. If you plan on taking your modem to another location (different phone number) this will not work.
