It's a good idea to use wood shavings as they are inexpensive and comfortable for the chickens. Straw would work best for nesting boxes to support the eggs if you have laying hens.
I wouldn't recommend newspaper because when the ink gets wet, it spreads onto the chicken's feet, which is bad for it. Sawdust also isn't very good because it can be inhaled by chickens.
