Flour or corn starch will stop the bleeding. Put a small amount on the nail and apply pressure. If this does not stop the bleeding, contact your vet. Styptic powder, gel, liquid, or a styptic pencil can be used to stop bleeding when a nail is quicked. It can be purchased at most pet stores. Styptic pencils can be found in stores in the area where you find shaving supplies as they are used to stop bleeding when you nick yourself shaving.
Probably the safest way is to take the dog to the groomer for a nail trim. If they are very far gone, you may need to take her to the vet. Some canine day care places will do the procedure at a low cost. If you must do it yourself, make sure the animal is calm before you start. Have a few treats on hand to reward her for being brave. Using a guillotine-style clipper, cut back each nail on each forepaw just a little bit, perhaps an eigth to a quarter of an inch. Use an emory board to file the nail smooth if necessary. If the dog becomes nervous at any point, stop and rest her for a bit. Reassure her with soft, kind words. The next day, do her rear nails. Be sure to have a bottle of styptic powder on hand to treat any accidental bleeding. Keep trimming her nails a little at a time every few days until they look normal.
This is just how i do it, you can either go to a pet shop and they can do it for you. Or YouTube, or just try to cut them half way.

NOOO, if your guinea Pigs toenails are bleeding when you cut them DON'T cut it as short as you are at the moment. You should not clip the pinkish part of the nail. OR you can take a nail filer for human nails and just scratch off a bit of nail with it.

No, nurses are not allowed to cut or clip a patient's toenails. They are however allowed to file them down. Typically a podiatrist will cut them, or a nurse who specializes and is certified in foot care is allowed too.
