You don't sound mean if you simply become bold and say the truth. That you're not interested in him. I understand you won't like to do so at first since I been through that too, but trust me. If you don't, he'll keep his hopes up and will take longer to get over you. Just say: "I'm sorry, but I just wish to remain as friends." Or something along those lines, and he'll understand at some point. Getting his hopes up when you're clearly uninterested will just cause him ending with a broken heart.
