This is commonly known as the "friend zone". You get there by being too nice to her, too quick to pick up after her, and she stops looking at you as a potential mate and just as a good bud.
The best way to get her attention really depends on you and her, but I recommend taking her to a movie or something and explaining in calm, non-scary terms that you like her and hope this could go somewhere. I can't guarantee it will work, but it's worth a shot.
