Arranged involves some sort of planning ahead, ( for example funeral arrangements, pre-need plots and coffins, etc) Not the best opening round, but it has a neutral sound. Forced suggests some outside imposition, look at the phrase Forcible Rape. It turns off a lot of people. it is like say, the slogan (Love your Neighbor) uttered by a grim-faced Cop with teeth showing like a bulldog, the concept turns people off. Arranged does not sound bad. Arguably, much can be said of what are called pre-nuptial ( befoire marriage) agreements- there are couples who do not want to have children, and if this is violated, may add to the already grim child-abuse statistics. It is a difficult problem, no easy or hard and fast answers!
