The Tsars were bad at keeping the empire running smoothly and wasted a lot of money resulting in horrible conditions for the peaseants however the main reason was because the peasants and common workers were the ones mobilized for war. The russian-japanese war of 1904-1905 saw a massive mobilization of peasant troops and when they returned the conditions of the cities were terrible. In addition it was obvious that Russia didnt have a large supply of weapons. And after a year in wwi, russian troops were being sent to the battlefield without weapons and were told to pick them up from dead enemies. Overwhelm the bullets with bodies :/
