Before the 1880s, each city had its own time, with noon being the time when the sun was at its zenith as seen from that city. As transportation became faster with the advances in trains through the 19th century, travelers and train workers were getting more and more confused by all the different times along their routes. With all the technological advances since then in communication and travel, it's bad enough that there are currently 40 different times around the globe. Going back to the old way would be far more confusing than it ever was.

That's exactly what the world was like a hundred and fifty years ago. Every town had it's own local noon. No problem ... until you try to drive trains on a single track.

Everyone would basically go to sleep at the same time. The world would be like an on and off switch. Everyone will sleep then wake up.

What would happen if we do not have a standard measurement?

Than all people will have to use metric measurement. Schools will have to provide special courses for teaching metrics, metric tools for measuring will have to be bought, and everything will have to be relabeled. * * * * * But if all people use the metric system then you will have standard measurements! The question is about what will happen if you don't.

What would happen to the marine eco system if upwelling stopped?

I don't think that it's possible to know what would happen. For upwelling to stop, I think the laws of physics would have to be different, or at least our Earth would have to be set up very differently than it is right now.Upwelling cycles nutrients and I think helps stabilize temperatures. You can take it from here.
