Check to make sure the housing is not real tight should be snug. Clean the spring out with some carb cleaner since there may be some dirt and grime blocking it.
You can go and get some soap and water which you probably already own and scrub the chairs clean. If the dirt still will not come off you can get a specialty cleaner that will get through the dirt and grime that is stuck on the chairs.
I asked a professional window washer what he used as a cleaner. He uses the dishwashing liquid Dawn. Says it cuts right through the grime that builds up on the outside of windows.
