To get the hovercraft, go in the mill and pull on the short rope there, to unlock the gears. Go outside and climb on the windmill arms to turn them counter-clockwise, which opens the roof dome. Go in and use the Manure at the hovercraft. It will fly out to the swamp, the only place it can be used.
