It really is NOT a faded spot. Instead, dirt makes the wall around the frame dirty or even grimy. The picture frame protected one area from getting dirty. In homes with smokers or wood burning stoves, the dirt can be very thick and oily.
The answer is: scum all of the walls, from ceiling to baseboard. I like 1 or 2 CAPS (lid) full of Windex to one gallon bucket of water (increase proportionately to your bucket size). REALLY scrub--hard. Dump the bucket as soon as the water begins to get dirty and get another fresh bucket with Windex. Make sure to switch to clean rags, or at least thoroughly rinse the rags under running water.
A small room can take HOURS to scrub down. You may need to wash the whole room twice. Get family and friends to help you.
IF that does not make the "faded" area blend in with the wall, check with a paint store about what kind of base paint primer will adhere if a room had a lot of oily dirt. Even if you do paint it, you should still wash the walls anyway beforehand.
