The Articles of Confederation. They were put into action in 1781.
The US constitution was signed on 17 September 1787. However, not all of those who were considered 'framers' of the constitution - those who were sent by their states to the constitutional convention to work the details of the document - were present to sign it. Notably, Thomas Jefferson and John Adams were overseas on diplomatic missions when the document was signed.
The first official document written that was put into effect to govern the United States was the Articles of Confederation.

While there were many people that were responsible for writing the U.S. Constitution, Governor Morris was the individual that put the final version of the document into proper wording. i dont know what currently states it but the magna carta was the first document that put the king under the law. that was some time back in the 1400s. the constitution does that now.
It wasn't up to Madison because he was one of many. The constitution is a compromise document and the men who wrote it did it as a group. The Bill of Rights had to be written and then voted on by the states.
The American Constitution is an amazing constitution. The document is about 225 years old, and it has only been amended 17 times. This is extraordinary because it means the original document was put together excellently and needed little changing. There are actually a total of 27 amendments, but the first 10 are the Bill of Rights and do not actually change the constitution themselves; they were added the same time the constitution was written for a compromise between arguing writers of the constitution. The Constitution has also inspired countless others, especially the countries that formed from the Soviet Union.
As originally written and ratified, the Constitution of the United States consists of 4618 words (including signatures) arranged into seven articles. There have been 27 amendments to the original document. By convention, when the Constitution is amended, the text of the document is not deleted or altered, it simply ceases to have legal effect.
