If they are 31x10.5x15 then yes, but they would fit better on 15x8 rims.

you don't need traction bars but you need air shocks to fit that size of wheel and tire.
I have 295R15's on a 15x8 and wouldn't recommend going any wider. The tires often look low even when they are not. 295R15 is perfect on 15x10's though.

I had an '84 S-10 Blazer with 15x10 chrome corvette ralley rims with a 295x50x15's! I had to trim the traction bars but everything else fit with no issues.
there would be some extreme stretch. a little stretch is perfectly fine if thats what floats your boat, but would be unsafe. plus you drive a cavalier, why would you have 10 inch wide rims on that?
