It means exactly what it says. A road is constructed according to the design shown in plans and specifications. When changes are made during construction because of unknown changes in conditions, the plans are changed accordingly. The resulting plans are called As-built drawings. Sometimes in road design, the road is built without plans.... just a typical section. Then the road is surveyed and as-built plans are drawn without an initial design including route and elevations.

What is an asbuilt?
The phrase "as-built" in construction is equivalent to "as-is." Drawings deemed "as-built" are thus drawings that show the EXISTING conditions as they are, or "as-is" — these are the actual existing conditions as opposed to designs or proposed conditions, which are more common for the content of drawings. As-built drawings can be documented either after or during construction. When it's after construction, a qualified technician collects accurate data to reconstruct the drawings. When it's during construction, the design drawings are redmarked for editing. For example, if you are a Contractor installing sewer pipe in the road at a buried depth of 5.00' and you suddenly encounter an abandoned pipe and must change your buried depth to 6.50' , then you should be responsible for the as-built conditions. The installing contractor should redmark his set of drawings to show how the sewer line was actually installed so that a draftsman can later edit the drawings into an "as-built" set.

What is the design life period of a road?
It is a period considered appropriate to the function of the road. An arbitrary design period (say 25 years) needs to be chosen to enable the design of the road pavement to be developed. The determination of the total traffic the road will experience is a function of the design life chosen, and an estimate of the steady traffic growth expected over that period (say 2%). The resulting Design Traffic calculation is then used to determine what thickness the pavement should be to handle the stresses exerted on it from road vehicles over 25 years. It is accepted that after 25 years the pavement will likely need some sort of rehabilitation or construction, and the design process starts over again.
