It means exactly what it says. A road is constructed according to the design shown in plans and specifications. When changes are made during construction because of unknown changes in conditions, the plans are changed accordingly. The resulting plans are called As-built drawings. Sometimes in road design, the road is built without plans.... just a typical section. Then the road is surveyed and as-built plans are drawn without an initial design including route and elevations.

The phrase "as-built" in construction is equivalent to "as-is." Drawings deemed "as-built" are thus drawings that show the EXISTING conditions as they are, or "as-is" — these are the actual existing conditions as opposed to designs or proposed conditions, which are more common for the content of drawings. It is a period considered appropriate to the function of the road. An arbitrary design period (say 25 years) needs to be chosen to enable the design of the road pavement to be developed.
