Braking just short of locking the brakes up means that you are just before the point of sliding. It is a controled brake system that stops you faster then sliding the tires or not enough pressure.
Assuming you mean "braking", aggressive braking.
There are three type of electrical brakes that can be applied to motors. Regenerative Plugging in Dynamic "control braking" does not mean a correct description. Dynamic braking is better.
