CL is the same as CAS Latency and RL is the same as RAS Latency. They both pertain to the number of clock cycles it takes to write of read a colum or row of data off a memory module.

Cl is an abbreviation for "chlorine" you should check free chlorine and total chlorine for comparison.
A CL rated cable is constructed to comply with the US Electrical Standard Code. It is a common cable used in installations. CM and CATV are also acceptable ratings.

Ca has an RAM of 40. Cl has an RAM of 35.5. Therefore CaCl2 = 40 + 2(35.5) = 40 + 71 = 111. the % of Ca in CaCl2 is equal to 40/111 x 100.

Chlorine molecules will break down when exposed to UV light and create CL free radicals. CL molecules will freely colide with other molecules and create free radicals. I cannot find a specific reason for why CL doesn't decompose.
This is an entry-level gaming RAM part. You will probably never notice a difference between these and top-end gaming RAM, such as TridentX by G-Skill. I would go with whatever DDR3 1600 or 1866 RAM you can get your hands on. CL-8 RAM is widely available, not significantly more expensive, and a fair deal faster / more tweak-friendly than CL-9 RAM is, I'd look for that if possible. If that's the RAM you are set on, it will do the job just fine, I'm just giving suggestions!
