Canada actually has universal health care, Justin Bieber, and relatively inexpensive college and university tuition, as well as tax on food.
They don't have an army, don't attack other nations, have no territorial disputes, didn't send thousands of citizens into the Middle East for no reason, and obviously never had George Bush as their president.

Parabellum-> to wish for peace prepare for war. Guns can start wars but also make peace. To keep it simple, guns are around to keep order whether its on the offensive or defensive. They are also around because it is an advancement from more primitive weapons (swords, bow and arrow, etc).
It's an apples & oranges kind of question. That considered, the most appropriate answer would seem to be: Canada does fight wars, with the aim of keeping (or restoring) peace. In that she is not unique.
