The act of buying a lottery ticket is not a sin. If you were to spend half your pay check on tickets and you didn't pay your bills or you could've used that money to feed your kids, then it is a sin. So don't blow all your dough on the lottery and if you know you have addictive tendencies toward gambling then avoid it completely.
Depends on what denomination you're referring to - some churches have a stand against gambling in any form and feel the pastor (or ANY Christian) shouldn't expose him/herself to potentially addictive behavior, or spend money on something that could lose money, rather than being wise with it.
