The Book of Hebrews, was of course written to Hebrew Christians. When God brought the Jews (Hebrews) out of Egypt they were given the Law. In the law, God had ordained priest's to be the go between, between man and God. And there were many sacrifices to be made by the people through the priests. These sacrifices could not take away a person's sins, they were only covered. This today is known as the Old Covenant.
Approximately 2000 years ago Jesus came to earth to die for man's sin. This was Jesus' main reason for coming to earth. Jesus did die on the cross for our sin and was resurrected the third day, which was proof that He was indeed the Son of God and an adequate sacrifice for the removal of sin. This was the start of the New Covenant. Hebrews 10:19 is telling the Hebrew Christians, and us that now (since Jesus die and was resurrected) we can enter the Holiest by the blood of Jesus. The Holiest is God. We can boldly enter the throne room of Almighty God without fear and can speak to Him ourselves with out going through a priest, because Jesus our Savior is our High Priest and by His shed blood He has given us the authority to approach God. This verse and others around it is sprinkled with Old Testament terms such as Holiest, veil, High Priest etc. This was written so that the Hebrew Christians could compare what they knew about the Old Covenant and apply it to the New Covenant. Also we are told that there is a temple in heaven that the temple on earth was a pattern of (Hebrews 9:23).
