He doesn't want to settle down because he is most likely still young and does not want to be committed. He probably wants to do the usual things guys do. Talk to other girls, flirt around, have sex etc.. Maybe you can try to hold out a little longer and he'll come around. Or maybe your not the one for him. Guys aren't that hard to read until your the one in the relationship with one. Just look at his actions and maybe you'll find out.
