Yes they can but you have to apply to the UKKC just the same as the IKC but there is no need for the dog to be registered in both.

Yes, you can. There are forms to complete for the Irish Kennel Club. First you must register the dog in your name and then obtain export pedigrees. You can mail forms and checks/credit card information. When you get the official IKC papers, you then complete the American Kennel Club forms and follow the instructions to register the dog in America. It takes a little bit of time with mailing back and forth, but it's really easy to do.
