Jehovah is a name for God. Shalom, I believe means "peace". In Judges 6:24 a name is given to God, "Jehovah-Shalom" which means "The LORD is Peace." It is a Name of God but when looking at the two words separately they do not necessarily mean the same thing. Spiritually speaking Jehovah can mean peace to many people, but there are times and places where Jehovah means something else entirely such as judgment, spiritually speaking.
You can see it from Judges 6:24. :)
