These are not the words modern believers would expect of a God who knew himself to the the only god in existence. God was saying that if the Israelites obeyed him, he would become their own God, to the exclusion of all other people on earth. Jeremiah says that the Israelites refused to accept this offer.

The Hebrew captives were in exile in Babylon when Jeremiah advised them to seek the peace of the city. Jeremiah encouraged them to settle down, build homes, and seek the welfare of the city where they were living, even though it was a foreign land.
God wanted them to improve their behavior and not rely upon worship alone (Jeremiah 7:3 and 7:5).
