Without the Mercury in a CFL you wouldn't have light. The ballast in a CFL supplies initial current which excites the mercury which releases photons, or light. The mercury does not produce visible light, this happens only once the light passes through the phosphor coating on the inside of the bulb.

If you are referring to fluorescent and CFL lamps, it can never be totally eliminated. These are mercury vapor arc lamps using a phosphor to turn the UV to visible light. They have reduced the mercury dramatically, but it can't be totally eliminated. If all fluorescent and CFL lamps were banned and lighting was all converted to LED then use of mercury could be stopped. However most LED lamps cost at least ten times what CFL lamps cost.

This Mercury if its not disposed of AKA Recycled will eventually work its way into a Creek, River, or Ocean because of the watershed from Landfills. Mercury levels in fish have been raising for years and is the reason why Dr's are asking the public to limit the number of fish that we consume. Mercury is a "heavy metal" as is Lead!! Mercury has been linked to MANY medical conditions that range from Autism to Kidney failures. Please think before adding this hazardous chemical into your homes. The Fluorescent tubes in our offices contain more Mercury than CFL's and they are not recycled in most states.
