I hope I understood your question but the reason New Moon was made and is part of the Twilight Saga was that it was important. In New Moon you meet Jacob Black with more details and it was important for the reader to understand the love triangle( between Bella, Edward, and Jacob), the wolf pack, and how much Edward loves Bella (enough to torture himself by leaving her to hope she can be happy with someone else), and Edward proposes.

Waxing means that the illuminated part of the moon that faces us is increasing in size. Waxing starts at New Moon and ends at Full Moon. Then the moon wanes until New Moon.
A New Moon means "The Moon either when in conjunction with the sun or soon after. being either Invisible or Visible only as a Slender Crescent."
