Personally, I think that grammar is a little off here - including punctuation and capitalization.
I think it should read in Spanish as,
"¿Quién dice que no se pueda? Usemos la inteligencia."
This would be translated as,
"Who says it cannot be done? Let's use our intelligence./Let's be smart (about this).
The key here is that "usemos" is a command of sorts - translated as "let's."
Como se dice en ingles puede ser traducido como, "How do you say."
