yes, on the level: The Covenant. In the beginning there is one, it is next to the chief brute. once you kill the chief brute, jump on top of the AA wraith. Melee it. When you see the brute's head inside, keep on meleeing. If you kill the brute without destroying the wraith you should be able to drive it. If you kill the brute the Anti-Air Wraith will always destroy itself. You have to melee him until his helmet falls off, then move to a spot where you can't board the wraith but could still get in if he was dead (crouch just above him, close to the wraith guns), then while you are holding RB shoot him in the head to kill him so you get in instantly as he dies.
Without hacks/glitches/cheats, its a scorpion. With hacks/glitches/cheats its Forward Unto Dawn (the frigate on Sandtrap)
To Get The Skull On The Storm: Destroy AA-Wraith And the Skull will appear on top of the column in the Half-Lakebed Beside the Wraith. Either Grenade Jump (if your Extremely good) or Drive the Warthog Beside the column, jump on the hog and jump on the Pillar, But you CANNOT destroy the other wraith or the skull will Disappear
