Get the block wet on one side of the wall. Trowel a 1/8" coat of Surface Bonding Cement on that side of the wall. Go to the other side of the wall, wet it and trowel a 1/8" coat of Surface Bonding Cement onto the wall. Keep it damp for the next week so it gets a chance to cure properly. Remember, concrete hardens by chemical reaction, not by drying out.
They're talking about compressive strength - the amount of force that can be applied to a defined area of the concrete before it fails. 25 MPa concrete in the states would be 3625 psi concrete - very ordinary stuff; the kind in bags at Home Depot is stronger than that.

While a trowel may be one of those things that you think you can just walk past and forget about, it is actually one of the most important tools you can invest in when you're taking on a home masonry project. While it may seem like a pretty simplistic tool, you really don't want to invest in the cheapest one that you can find. After all, imagine how horrible it would be if you were in the middle of finishing your concrete and your cheap trowel broke half way through. Running to the store to get another one before the concrete sets too much is a serious hassle.
