You cannot improve an answer on WikiAnswers without logging in. However, logging in is easy. All you need is a Facebook account and use that Facebook account to sign into WikiAnswers.
New users can't improve a question on WikiAnswers. After they have made 100 contributions, they can edit questions.

It depends. As anyone with a WikiAnswers account can 'improve' an answer, they can also violate this and make the answer worse by changing it to unhelpful things.
To make answers on WikiAnswers right, you click on 'improve answer' when you see an incorrect answer, and then you can change it. The 'improve answer button is located just beneath the answer to a question.
Pretty much anyone would take the time to improve WikiAnswers, such as yourself, because merely asking a question is spending time to improve WikiAnswers. Everyone you see on WikiAnswers spends their time improving WikiAnswers - otherwise they wouldn't be here.

When you want to change the answer, just click "improve answer" in the blue box on the left side of this page. Then, you can improve or change the anwer.
WikiAnswers is evolving and improving permanently. The team in charge of technical changes and the team who plans and proposes improvements are striving, permanently, to enhance and improve the interface and the interactivity of all users, readers and contributors of the WikiAnswers website.
You might be referring to the Community Outreach Program, which is a program on WikiAnswers that performs actions to improve the online community.
Go back to the question, and select "Improve Answer".
