A resistor marked as 90R5, will have a resistance of 90.5 Ohms.
The letter denotes where the decimal place should be, as a small dot may become invisible with age.
Multipliers are also used for higher values. K=1000, M=1,000,000.

As for uses: Resistors are used for limiting current, reducing voltage and providing a load.
A resistor marked in this way, would probably be a large ceramic type, with a high working current. possibly used in a power supply.
Passing a current through the resistor will create a voltage across it, this can be used for a feedback circuit to control the suppply or limit the current.
