It pulls the top plate on the carburetor open just enough to stop the engine from flooding and keeps the fuel mixture rich enough to stop the engine from dieing in cold weather untill the engine temperature warms up.

You have 2 in the bell housing in the back of the engine block. 2 in each sides of the block, and 2 in the front of engine,1 on each side of the timing cover
With some fabrication, you could make it fit; but completely stock it won't. Even if it did, the body styles are different. Keep in mind that the body style of the suburbans were the same from 82' all the way to 1991, then they switched to the GMT400 that lasted to 2000. The GMT400's front clip is slightly angled for a more 'aerodynamic' look, while a 1990 Suburban's front clip is completely straight.
