Some states, California being one of them, give you a conditional license when you pass the real estate exam. Usually this lasts for a certain amount of time in which case you need to complete any of that states post licensing requirements. If you complete those you will receive a full term license at the end of the conditional period.
Basically its kind of a temporary license you can use while finishing up the rest of the states requirements.
