It dispenses an item when activated with a charge.
So for example, you could place arrows in it, and have a pressure plate touching it. When the pressure plate is pressed, the dispenser will fire an arrow. It will do the same for other projectiles, like snowballs.
If the item inside is not a projectile, the dispenser will just spit it out a short distance.
