The ring is caused by ice crystals high in the atmosphere. The moon's light is refracted off them causing the halo effect. Old wives tales say that the ring predicts bad weather such as rain or snow. You can tell how far away the bad weather is by the number of stars inside the ring. Each star is said to represent 24 hours. So....1 star would mean foul weather will come withing 24 hours.
You can see a ring around the moon in Southern Illinois tonight(Dec. 1, 2009) but it is too foggy to see if there are any stars inside it. How ever, the weather forecast for us is rain turning to snow or sleet tomorrow afternoon so I'd say the moon ring predicted true for us.

once upon a time it was believed that a ring around the moon indicated bad weather coming. Depending on the season, either snow or rain and the amount of the stars within the ring was the accumulation. Well if the sky looks dark or bright and the ring has the same light or a little same light as the sun then the moon is covering the sun which creates a Solar Eclipse. I think that rarely happens unless there were a special gravity force or shockwave that cause the moon to move but everything will return to normal after the Eclipse ends.
