Catholics believe that a priest should always have a stole on when doing anything liturgical, ie: hearing confessions, preaching, giving out Holy Communion, etc. If it is a spur of the moment, like a requested confession (as opposed to scheduled confessions), or Last Rites for an accident victim, he might put on a small, portable type stole which is only a inch or two wide and a couple feet long. The reason for this is that the stole is the symbol of his priesthood, so that, for example, when confession is heard, it is not made to 'father so-and-so' but to a priest.
