This varies greatly from one cat to another. Generally, though, the smell is very faint -- you have to get your nose right close to her fur -- and is a sort of a dry, sandy / spicy smell.
Note that older cats can suffer from low-grade oral infections and caries, and can have very bad breath.
If they are neutered/spaded, it's quite odourless, but if they are "active" males it stinks like hell (the urine must be full of pheromones).

It is unlikely. Most cats do not like citrus, which have a sharp (and sometimes sour) taste and smell. Most cats will avoid citrus due to the smell.
Try Citrus, Cats hate the smell of it, put some peels in the garage, or get some orange spray and spray it around regularly... How about just closing the garage?

Remove the shrubs. Unfortunately, that is not a smart-aleck answer. Cats will spray "gateposts", the markers of their territory, to indicate that a particular stretch of turf is theirs. Your shrubs have become gatepost markers for the neighborhood cats, and the cats will continue to spray them, or their replacements. You might check with your local garden center for shrubs that smell bad to cats, and replace your current shrubbery with those.
