Remove the shrubs.
Unfortunately, that is not a smart-aleck answer. Cats will spray "gateposts", the markers of their territory, to indicate that a particular stretch of turf is theirs. Your shrubs have become gatepost markers for the neighborhood cats, and the cats will continue to spray them, or their replacements.
You might check with your local garden center for shrubs that smell bad to cats, and replace your current shrubbery with those.

noAnother AnswerThe best thing to do is to neuter him. This may not completely stop him spraying, but after six to eight weeks after castration a cat's hormones will have diminished greatly. It is possible for a neutered cat to stop spraying in the house, as the need to advertise for a female is no longer there. A male cat still may spray for territorial reasons, but is more likely to do this outside.It is also ideal to train the cat (after neutering) not to spray.
Try Citrus, Cats hate the smell of it, put some peels in the garage, or get some orange spray and spray it around regularly... How about just closing the garage?
Spray where the cat scratches with mace, the smell will repel the cat. If you're just plain nuts, you could always spray the CAT with mace ( Don't do this unless you're s certified psycho, and even then, don't do it)
