Their MOS (occupation) is going to have more of a role in determining this. Generally, Staff Sergeant is the rank held by a Squad Leader, although the rank doesn't guarantee it - they might be in an administrative or staff position, for example. They might be instructors or Drill Sergeants... it all depends.

As political office there is no such thing as the chief of staff of the army, therefore no-one consults him or her. Certainly an army general will have his or her chief of staff and the general will consult with that person. Other members of the staff will also consult with them.
