On a 2004 Chevrolet Silverado in regards to a relay for the torque converter. After very intense research I cannot find anything that says it has a relay. I have never heard of any vehicle having a torque converter relay.
Locks up the torque converter.
If yours is on constantly or won't come on there are several possibilities. There is a relay, usually inside the transmission, that controls the lock-up solenoid inside the torque converter. If the lock-up won't release, the problem is often that relay. The good part is, it's a lot less expensive than a transmission rebuild and if you can find a reputable transmission shop (that's the bad part, they're difficult to find) they will replace the faulty relay at a reasonable price. On the other hand, it can also be the torque converter, in which case the transmission has to come out and they'll need to replace the torque converter. Then you'll get the speech, "While it's out it's a good idea to..." If it WON'T lock up when going down the road, it can be a sensor, the relay or, yes, the torque converter.

i know that the torque converter clutch selenoid is inside the trans attached to the valve body. You have to drop the pan and pull the valve body to get it off.

A torque converter can cost anywhere from $129 to $249 dollars. A torque converter is what allows the transmission to shift gears.
