As a "social networking" game, the game is built on the idea that neighbors must help neighbors. Accepting help can be by sharing your posts that come up, and clicking on neighbor's posts.
A special kind of "Accept help" occurs when a neighbor visits your farm. A neighbor can do 5 tasks, plus feed chickens, and get coins or items from the Feed Building and any holiday building. When a neighbor finishes helping on your farm, an "image" of that farmer is left on your playing area, near the last task they did for you. If you click him/her, it says Accept Help or Ignore (or something like ignore or refuse). Every time you Accept (their) Help, they go farther on getting a mastery on helping neighbors. Everytime you help on a neighbor's farm and the other player "accepts", you go farther to get your helping mastery.

Why aren't all of my neighbors at the bottom any longer I cannot fertilize their crops?
If they aren't at the bottom that can either mean that you are having trouble fully loading the page or you do not have any neighbors. You can get around this by looking at your plot of land on the Farmville screen, and going to the left, right, top, or bottom of your farm(there should be a "visit ----'s farm") click on their plot and you should be able to visit their farm. To check if you have neighbors, or if you want to add more neighbors through your friend's lists, go to the neighbor tab at the top of the Farmville game page.
What does null mean on Facebook's Farmville?
"Null" in games, particularly Farmville, means one of your neighbors whose playing "name" was somehow, for some reason, not picked up by the server or the Flash that runs the game. Think of "null" as a "Nice Unidentified Loving Lender", or just "another player who gave me this gift".
